China

What has the NWS done so far (prior to the current Review Cycle 2022–2026)?

China has supported the IAEA Technical Cooperation Fund and supported technical cooperation through training, expert exchanges, human-resource development and nuclear-technology capacity-building. Since 2020, China has become one of the largest contributors to the TCF and emphasized the importance of full and timely payments.

What is the NWS doing on this action in the current Review Cycle 2022–2026?

China has continued the above trend, including in 2025 contributing €14.04 million, accounting for 14.675% of the annual target, and by the end of 2025 had contributed around US$130 million to the Fund.

What has the NWS done so far (prior to the current Review Cycle 2022–2026)?

France supports the programme through the participation of its experts in various technical cooperation activities and through extrabudgetary contributions, in addition to its annual contribution to the Technical Cooperation Fund.

What is the NWS doing on this action in the current Review Cycle 2022–2026?

In 2023, French contributions to the IAEA technical cooperation programme reached 870 000 euros. In 2024, France contributed 250000 euros to the IAEA Technical cooperation programme. In 2023, France’s extra-budgetary contribution rose to 7 million euros and to 6 million in 2024. France contributed over 15,710,000 euros to the regular budget of the IAEA in 2025 and around 4,072,000 euros to the Technical Cooperation Fund. In 2025, France was the sixth largest contributor to the Agency’s regular budget.

Russia continued to provide financial support to IAEA’s Technical Cooperation programme.

Russia called on all Member States to fulfil their voluntary commitments to fill the Technical Cooperation Fund in a timely manner and in full.

What has the NWS done so far (prior to the current Review Cycle 2022–2026)?

The UK paid its Technical Cooperation Fund contributions in full and on time throughout the prior cycle, with specific amounts confirmed in successive IAEA General Conference statements. At the 60th IAEA General Conference in 2016, the UK pledged over €3 million to the Technical Cooperation Programme. At the 61st General Conference in 2017, the UK pledged more than €3.6 million to the Technical Cooperation Fund, noting its record of paying voluntary contributions on time and in full, and called on other Member States to do the same. At the 62nd General Conference in 2018, the UK pledged €3.7 million to the Technical Cooperation Fund for 2019, confirming it would continue to pay on time and in full. At the 65th General Conference in 2021, the UK pledged over €4 million to the Technical Cooperation Fund.

What is the NWS doing on this action in the current Review Cycle 2022–2026?

The United Kingdom has paid its IAEA Technical Cooperation Fund contributions in full and on time to ensure predictability of resources and encourages other states to do the same. At the 66th IAEA General Conference in September 2022, the UK pledged £3.4 million to the Technical Cooperation Fund.
