China

What has the NWS done so far (prior to the current Review Cycle 2022–2026)?

China supported the IAEA Technical Cooperation Programme as a central mechanism for promoting the peaceful uses of nuclear energy and nuclear technology, especially for developing countries. It contributed to the IAEA Technical Cooperation Fund, supported training and capacity-building activities, and participated in G77 and China efforts within the IAEA to enhance the effectiveness and efficiency of technical cooperation while preserving its demand-driven, non-discriminatory and development-oriented character.

China also supported IAEA technical cooperation through education, expert exchanges, nuclear-energy management training and scholarship programmes for developing countries.

What is the NWS doing on this action in the current Review Cycle 2022–2026?

China has continued to support efforts within the IAEA to enhance the effectiveness and efficiency of the Technical Cooperation Programme. Since 2020 China has been the second-largest contributor to the IAEA Technical Cooperation Fund, contributing €14.04 million in 2025, or 14.675% of the annual target, and around US$130 million cumulatively by the end of 2025.

China also reported receiving more than 6,000 visits by foreign scholars for research and training and sending more than 4,000 Chinese experts and scholars abroad for international academic exchanges. At the 2025 NPT Preparatory Committee, China called on States to pay Technical Cooperation Fund contributions in full and on time, ensure adequate and predictable resources for technical cooperation, give preference to developing countries, and create more practical China–IAEA–third-party demonstration projects

What has the NWS done so far (prior to the current Review Cycle 2022–2026)?

France supports the technical cooperation programme of the IAEA but has not made specific statements to that end at the General Conference of the IAEA. The EU has expressed itself on this issue at the Board of Governors and emitted recommendations.

What is the NWS doing on this action in the current Review Cycle 2022–2026?

France supports the technical cooperation programme of the IAEA but has not made specific statements to that end at the General Conference of the IAEA. In 2023, 2024 and 2025, the European Union released a statement at the IAEA Board of Governors on strengthening of the Agency’s technical cooperation activities. In this statement, EU member states stress the importance of coordinating these initiatives and other TC related activities with other UN agencies, based on the country ownership and national priorities. Further synergies could also be sought with other initiatives, such as Horizon Europe, the EU’s key funding programme for research and innovation, for instance to further enhance food safety and security and promote sustainable solutions. They welcome the IAEA’s commitment to take gender perspective into account in TC programme planning, design, implementation and evaluation. They indicate that nuclear safety and security remain among the priority Fields of Activities. Finally, they encourage further prioritisation of initiatives and projects, further in-house cooperation and coordination, and further transparency in order to avoid duplication and invite the IAEA to continue active project monitoring and evaluation, based upon verifiable and transparent indicators, to assess results and the sustainability of projects, and to identify possible areas of improvement.

Russia called on IAEA to regularly update the Technical Cooperation Program to enhance the effectiveness and efficiency of the assistance provided through the Agency.

What is the NWS doing on this action in the current Review Cycle 2022–2026?

Russia continued to stress the importance of the Technical Cooperation Programme remaining effective and efficient and is based on the real needs of countries.

Russia called on the IAEA Secretariat to make additional efforts to improve the efficiency of using available resources.

What has the NWS done so far (prior to the current Review Cycle 2022–2026)?

At the 60th IAEA General Conference in 2016, the UK set out its position on the effectiveness of the Technical Cooperation Programme, stating that it needed to support the right projects, with clear justification, realistic programmes and achievable and sustainable long-term goals delivering real benefits, and that projects should be properly monitored across their lifetime and fully evaluated to identify lessons learned.

At the 61st General Conference in 2017, the UK welcomed the Secretariat’s continued implementation of the Results-Based Management approach and encouraged the Secretariat and Member States to assess project outcomes and implement lessons learned.

At the IAEA Board of Governors in June 2020, the UK paid its TCF target in full and on time and called on other Member States to do the same, noting that full and timely payment minimises constraints on the effectiveness of the Agency’s development projects. The UK also encouraged the IAEA to do more to support Least Developed Countries in accessing a higher percentage of the TC Fund, and announced the establishment of the first ever UK-IAEA Collaborating Centre based on cooperation with the National Nuclear Laboratory.

What is the NWS doing on this action in the current Review Cycle 2022–2026?

The United Kingdom supports the IAEA’s Technical Cooperation Programme and the results-based management approach the IAEA is taking to ensure its effectiveness.

At the 66th IAEA General Conference in September 2022, the UK confirmed its participation in the Sustained Dialogue on Peaceful Uses, alongside 30 other partners, aiming to expand access to nuclear technologies through medical, environmental and energy applications.

At the second NPT Preparatory Committee in August 2024, the UK reported that in its first two years the Sustained Dialogue had focused on advancing water security in the Middle East and North Africa, improving outcomes for cancer patients in West Africa, and tackling food insecurity in Latin America, the Caribbean, Southeast Asia and the Pacific.
